60 years ago, the Universal Declaration of Human Rights has laid the foundations for the right to better health. This right is at the heart of the establishment of equitable health systems. We identify some of the rights to health, characteristics of health systems as a national health plan, and has 72 indicators that reflect some of these characteristics. We collect data on global indicators for 194 countries and data from Ecuador, Mozambique, Peru, Romania and Sweden. Overall, the data are not available for 18 indicators for all countries, which suggests that organizations that receive such data, insufficient attention to the right to health, characteristics of health systems. Where available, indicators show that health systems must be improved to better achieve the right to health. We provide recommendations for governments, international agencies, civil society organizations and other institutions and suggest that these indicators and data, even if not perfect, providing a basis for monitoring systems health and the progressive realization of the right to health. Right to health are not only good governance, justice, or humanity, they are obligations under the law of human rights.
